Paektu Cultural Exchange (PCE) is a non-profit social enterprise dedicated to facilitating sustainable co-operation, cross-cultural exchanges, activities, trade, and investment between the Democratic People’s Republic of Korea and international organizations, businesses, and individuals to promote greater peace, friendship, and understanding.

Who we are

We are a non-political organization based in China and the United Kingdom with a business network that is international in scope. Our organization is headed by Michael Spavor, a facilitator, business and project consultant with over 18 years’ experience in Northeast Asia and over a decade of experience working with the DPRK.

Our team consists of other professionals, advisors and volunteers with passion, experience, and expertise on the Korean peninsula and East Asia. We come from the spheres of business, academia, the arts, entertainment, philanthropy, international law and tourism. We are registered in the UK and Wales as a not-for-profit, non-governmental organization.

What we do

We promote a variety of cultural exchanges, business projects, and knowledge-sharing between the DPRK and the rest of the world. We also have extensive experience working with the DPRK on various projects that promote academic and economic development. We achieve this goal by connecting interested individuals and groups with our extensive network of contacts within the DPRK and Northeast Asia.

We actively provide our clients with new channels and creative methods to connect, collaborate, and communicate with the DPRK to develop successful projects, as well as strengthening relationships and cooperation.

How we do it

Our team has an array of contacts within the DPRK, at the ministerial level and above, as well as relies on a network of investors, scholars, business people, government officials and NGO personnel. We regularly call on these contacts with offers that are brought to us. If a project looks mutually beneficial, has a high probability for success, and our contacts are interested, we move forward from there.
